How the New York file is built
Every value comes from the New York State Department of Health: its Certificate of Need dataset on health.data.ny.gov, and the exhibits and transcripts of the Public Health and Health Planning Council (PHHPC). Each row links its dataset record, and its exhibit or transcript where one was read.
Sources
The Department's CON dataset, updated daily, gives each project number with the facility, operators, project description, submission type, facility type, review level, total project cost at submission, received, acknowledgement and decision dates, up to ten committee or Council actions, the project status and construction dates. The file was read from one CSV download of all 31,792 records, last updated October 29, 2026.
Council exhibits and transcripts
Full review applications and every establishment go to the PHHPC after its Establishment and Project Review Committee. The committee exhibits give the Department's recommendation, the contingencies and conditions and the Council action date; 155 exhibit and attachment PDFs from November 2015 to September 2025 were read, covering 498 projects. From November 2021 the meeting pages post transcripts, which give the recommendation as stated when each application is called; 114 transcript and agenda PDFs were read, covering 348 projects.
Archive copies
health.ny.gov returned HTTP 403 to every scripted request, so all PHHPC documents were read from Internet Archive copies of the meeting pages. Fifteen PDFs are cut off in the archive and could not be read, among them the exhibits for the committee days of May 18, 2017 and November 19, 2020.
Row rules and matching
A row is a project number received from January 1, 2016 on, or decided from that date on. 1,029 notices of transfer of ownership interest and 536 records marked Established in Error are left out. Exhibits are matched by project number; a transcript statement goes to the application numbers called just before it. Hospitals, nursing homes and home health agencies are matched to CMS records by address and type, giving the CMS certification number on 2,291 rows and the CMS-reported owners on 783.
Checks on every row
- Project number matched across the dataset, the exhibits and the transcripts
- Both values kept, with each source named, when the dataset and an exhibit disagree (46 rows carry one)
- Ten rows checked by hand against the dataset record and the linked exhibit or transcript
- No exhibit and transcript found that disagree on approval against disapproval
- Service lines rechecked after the hand check found two misfiled rows
What the file does not have yet
- The Department's recommendation is on 809 rows, about 13 percent. Administrative and limited review applications (4,146 rows) have no public staff document and stay dataset-only.
- The committee exhibits are not posted after early 2022, so conditions and contingencies text stops there. A records request for later exhibits is drafted.
- No 2026 meeting transcript has been read, so 2026 rows have no recommendation yet.
- Interested parties, opposition, member votes and Article 78 appeals are not columns yet.
- The dataset holds one project site per application, so a multi-site project shows only that site's county.
