Questions the file answers

Each row is one Certificate of Public Review application to the Delaware Health Resources Board (HRB): the applicant, the project, the town, the estimated cost at each step, the notice of intent, completeness and hearing dates, the Board's vote and its date, opposition on file, and links to every monthly report that mentions it. The busiest service lines are outpatient surgery, PET imaging, nursing home beds and rehabilitation. The busiest places are Newark, Wilmington, Milford and Dover.

Pricing and terms

Built from the state's own documents

The file covers 81 applications: 78 filed from January 2016 through September 2026, plus 3 filed in 2015 and decided in 2016. Dates and costs come from the HRB's monthly activity reports; the 2015 to 2019 reports, which the state no longer posts, were read from Internet Archive copies. Review committee recommendations, Board votes, hearing participants and conditions come from 145 sets of Board, committee and hearing minutes and 178 agendas on the state's public meetings site. A few meetings have no posted minutes, and the file says which. Sixteen notices of intent that never became applications are listed separately.

  • The Board approves almost everything: of 74 closed applications, 71 were approved, 2 denied and 1 withdrawn. The denials were Beebe Healthcare's Georgetown freestanding emergency department in 2019 and a Community Dental Partners application in October 2025, for lack of funding.
  • The state's own Application Decisions table disagrees with its monthly reports on 11 projects and leaves out four 2025 approvals. The file keeps both figures and names each source.
  • Each review committee's recommendation and each Board vote come from the Board's minutes, linked on the row. The Board overruled its committee once: Bayhealth Harbeson in 2020, approved 7 to 1 after a 2 to 1 committee recommendation to deny.
