Questions the file answers

Each row is one docket at the Connecticut Department of Public Health (DPH), which took over the program from OHS on July 1, 2026: the applicant, the project, the filing type, the capital expenditure, the received, deemed complete, notice and hearing dates, intervenors, the decision and who signed it, conditions, and links to the documents on the state's CON portal. The busiest service lines are outpatient surgery, substance abuse, CT scanners and MRI. The busiest filer towns are Hartford, New Haven, Newington and Stamford.

  • What did comparable projects cost?Sort 330+ dockets with a stated capital cost by service and year.
  • What does the state say needs no CON?393 determinations say a CON is not required and 93 say one is. Filter Filing type to Determination.
  • Where do the state's documents conflict?90+ rows keep both values and name the document behind each.

Built from the state's own documents

The file covers 843 dockets: 320 CON applications, modifications, waivers and emergency CONs filed or decided from January 2016 through October 27, 2026, and 523 determinations. Dates, costs and conditions come from the decision and settlement documents on the state's CON portal; 2016 and 2017 come from the archived Office of Health Strategy (OHS) decision and application lists, which miss some withdrawn applications from those years. OHS ran the program from 2018 to June 30, 2026. Public Act 26-68 moved it to the Department of Public Health on July 1, 2026, and the docket numbers and the portal carry on.

  • Approval is the norm: of the 320 CON-family dockets, 266 were approved in whole or in part, 16 denied and 15 withdrawn, and 16 are under review. Many approvals come as agreed settlements with conditions.
  • Competitors act through intervention, not appeals. 21 dockets list intervenors with the ruling on each petition, and the Connecticut Supreme Court held in 2025 that a competitor's business interest gives it no right to appeal an approval.
  • The portal status is not always current. Some dockets still show an open status years after a signed settlement; the row follows the document and notes the difference.
