What is in the Kentucky file

Each row is one CON application to the Kentucky Cabinet for Health and Family Services (CHFS): the applicant, the facility, the county, the capital expenditure, the review type, received and decision dates, hearing requests, the hearing officer and affected parties, later revocations, and links to the scanned application and final order. The busiest counties are Jefferson, Fayette, Warren, McCracken.

Coverage, stated plainly

928 CON numbers: every application on the Cabinet's CON Online system received from January 2016 through October 28, 2026, plus applications received in 2015 and decided from 2016 on. Each row reads the scanned final order where one is posted: the ordering paragraph, criteria findings, conditions, counsel and court appeals. Each row links its CON Online record, the scanned application, the decision letter and final order where one is posted, and the monthly CON Newsletter issues that noticed it, read from the Cabinet's site for 2026 and from Internet Archive copies for most months of 2015 to 2025. Newsletter issues from July 2021 to December 2022 and a few other months are missing everywhere.

  • Kentucky reviews an application one of two ways: nonsubstantive review, with a presumption of need, or formal review against the State Health Plan. The file marks which.
  • 278 applications drew a hearing request or went to a hearing. In those, a hearing officer writes the final order, and the file names the officer and the affected parties.
  • Approved includes 94 certificates the Cabinet later revoked. The row keeps the approval date and records the revocation separately.

The most recent applications

Each CON number links to the Cabinet's final order where one is posted, otherwise to its CON Online record.
