What is in the Georgia file

Each row is one CON project at the Georgia Department of Community Health (DCH): the applicant, the project, the county and site, the estimated cost, the letter of intent, filing, completeness and decision dates, opposition, appeals with their parties, and links to the weekly tracking reports. The busiest counties are Fulton, Gwinnett, Hall, Chatham.

Coverage, stated plainly

The file covers 546 projects decided, withdrawn or pending from January 2016 to October 27, 2026, built from 512 weekly DCH tracking reports: 2016 to 2021 from the Digital Library of Georgia's copies, 2022 on from DCH and Internet Archive copies. About 34 weekly reports from November 2022 to June 2023 are not public, so some projects from those months have no decision or are missing; the file says which. Staff recommendations and conditions are not included yet: DCH posts its decision letters only in a document repository closed to automated reading.

  • DCH approved 415 of the 482 applications it decided in the file, 86 percent.
  • 74 projects went to an administrative appeal, and the file carries the final result of each. On appeal, 12 denials became approvals and 5 approvals became denials.
  • Filings fall after HB 1339 took effect on July 1, 2024 and exempted many project types: 19 applications in 2024 and 25 in 2025, against 55 in 2023.
