Questions the file answers

Each row is one CON application to the New York State Department of Health (NYSDOH): the applicant and facility, the project, the county, the total project cost, the review level, the received, acknowledgement and decision dates, Council actions, the project status after approval, construction dates, and the Department's recommendation where an exhibit or transcript was read. The busiest service lines are outpatient surgery, nursing home beds, acute care hospital and cardiac catheterization. The busiest counties are Kings, New York, Queens and Nassau.

Built from the state's own documents

The file covers 6,080 applications: 5,878 received from January 2016 through October 29, 2026, plus 202 received earlier and decided from 2016 on, all from the Department's CON dataset on health.data.ny.gov. 1,088 are full review, 1,451 administrative review, 2,695 limited review and 846 home care agency applications. The file is large but thin. The Department's recommendation is on 809 rows, about 13 percent, read from Council committee exhibits for 2016 to early 2022 and from meeting transcripts for late 2021 to 2025. Administrative and limited review applications are decided by the Department with no public staff document, so those rows carry the dataset's fields only.

  • Denials are rare: the dataset shows 2 among 6,080 rows. 658 applications were withdrawn before a decision, and 263 approved projects were withdrawn later; Project status shows which.
  • Review level sets the timeline. Median days from receipt to decision are 64 for limited review, 102 for administrative review, 164 for approved full review applications and 342 for home care agency applications.
  • The committee exhibits stop in early 2022, and no 2026 meeting transcript has been read. Full review rows decided since mid-2022 carry the recommendation as stated in a transcript but no conditions text, and 2026 rows have no recommendation yet.
