Questions the file answers

Each row is one file number at the West Virginia Health Care Authority (HCA): the applicant, the project, the county, the capital expenditure, the filing type, received, complete and decision dates, the statutory findings where printed, affected parties, appeals, and links to the HCA report it came from. The busiest counties are Kanawha, Cabell, Raleigh and Wood.

Built from the state's own documents

2,922 HCA files from January 2016 through October 2026: 528 CON applications, 1,636 exemption applications, 730 requests for a determination of reviewability and 28 more of mixed type. 2017 to 2022 come from the HCA annual case-file reports; 2016 and 2023 on come from the HCA's public document archive, which holds the case files and 578 weekly HCA newsletters. Each row links the HCA decision where one is posted, and findings and conditions are read from 449 CON decisions. Exemption and reviewability outcomes come from the newsletter or receipt letter, not from reading each decision.

  • Most West Virginia filings are exemptions and reviewability rulings, not full CON reviews. Each row is marked by type, so the 528 CON applications can be filtered out on their own.
  • Denials are rare: 20 in the file since 2016. Nine came on one day, November 27, 2018, when the HCA decided fifteen four-bed group home applications filed the same day.
  • The 2021 and 2022 reports print which statutory findings the HCA made on each expedited application and which exemption each exemption used. The file carries both.
