How the Delaware file is built
Every value comes from a Delaware Health Resources Board (HRB) record: its monthly activity reports, its Application Decisions table, applicant presentations, and the Board's minutes and hearing transcripts. Every row links each report that lists it.
Sources
Delaware's certificate of need program is the Certificate of Public Review. The HRB page posts monthly activity reports that list each step: notice of intent, application received or withdrawn, deemed complete, public notice, public hearing and decision, each with the applicant, project, estimated cost, place and date. The Application Decisions table on the same page gives one line per decided application with no dates; its line is kept as printed.
Minutes and transcripts
HRB minutes, agendas and transcripts on publicmeetings.delaware.gov cover 212 meetings from August 2015 to October 2026. They give the review committee recommendation and vote, the Board vote as printed, conditions, opposition, hearing participants and reconsiderations. The committee recommendation is filled on 35 rows and the Board vote on 69; from 2022 the full Board reviews most applications without a committee.
History and archive copies
The live page posts monthly reports from 2020 only. The 60 reports from December 2014 to December 2019 were read from Internet Archive copies of the former HRB pages, as were the November and December 2024 reports, whose live links return 404.
Matching and outside sources
Delaware prints no application numbers, so each row has a COPN Atlas identifier (DE-year-sequence) and is matched by applicant, project and place across the reports, the table and the minutes. The 2020 sunset review of the HRB, press coverage and ChristianaCare releases are used for outside research only, dated and linked.
Checks on every row
- Applicant, project, place, cost and date matched across every monthly report that lists the application
- Both values kept, with each source named, when the table, reports or presentations disagree (30 rows carry one)
- Ten rows checked by hand against page images of the report month carrying the decision
- All 398 transcribed dates and costs compared by script with the report text
- Every vote count in the file checked by script against the linked minutes
What the file does not have yet
- The October, November and December 2025 monthly reports are not posted; the Board minutes cover the decisions from those months.
- Minutes are not posted for some meetings, including two in early 2017 and three in late 2024, and the April 23, 2026 posting is another committee's minutes.
- Conditions are filled on 4 rows, because written Board orders are not posted.
- Two applications have no decision in any document read: Clearway Surgery Center (2024) and Molecular Imaging Services Lewes (2025).
- The HRB does not post the applications themselves, only presentations and, since 2026, notices of intent.
