How the Maryland file is built
Every value comes from a document the Maryland Health Care Commission (MHCC) has published, on its own site or in an Internet Archive copy of its former pages. Every row names its source.
Sources
MHCC's docket index gives each matter's status, and its matter page gives the project type, facility type, timeline and every posted document. The staff report or Reviewer's Recommended Decision gives the applicant, county, capital cost, letter of intent date, recommendation, conditions and interested parties. Where no report is posted, the row takes the withdrawal letter, MHCC letter or application, and the record depth column says which.
History back to 2016
MHCC moved its 2016 to 2020 filings to an archive section of its site that is closed to automated reading. Those 101 rows were built from Internet Archive copies of MHCC's former pages: the completed reviews list, 93 matter pages, 48 bimonthly CON status reports from December 2015 to December 2021 and 125 decision documents. Each link on those rows is the archive copy that was read, and a separate column keeps the old MHCC address.
Minutes and the Maryland Register
Commission minutes from January 2016 to June 2025 give the meeting date of each vote, the motion, recusals, exceptions hearings and later project changes; 94 rows carry a vote. MHCC notices in the Maryland Register from October 2022 to October 2026 give receipt and docketing dates and letters of intent. Eight letters of intent with no matching application are on the Pipeline tab.
Matching across documents
Rows are matched by docket number. Minutes, orders and Register notices sometimes misprint a docket number; I resolve each one by applicant and project and record the printed number in the discrepancies column. Where the index status and the posted documents disagree, the outcome follows the documents and the index label is kept beside it.
Records request pending
A Public Information Act request went to MHCC on October 28, 2026 for the letter of intent log and for any 2016 to 2020 document the archive copies lack. Rows will be filled when MHCC replies.
Checks on every row
- Docket number matched across the index, matter page, staff report, minutes and Register
- Both values kept, with each source named, when documents disagree (106 rows carry one)
- Twelve 2016 to 2020 rows checked against an image of the Final Order or certificate page
- Ten 2021 on rows reread against their PDFs for cost, dates, recommendation and interested parties
- Ten rows checked against the minutes and Register text for the vote and notice columns
- Build checks for unique docket numbers, ISO dates, numeric costs and letter of intent dates before filing dates
What the file does not have yet
- Commission minutes after June 2025 are on the live MHCC site, which refuses scripted requests, so the 17 approvals decided after June 12, 2025 have no vote or recusal entry yet.
- Maryland Register issues before October 2022 are not online, so receipt, docketing and letter of intent notices from 2016 to mid-2022 are missing.
- MHCC posts no list of letters of intent. The file has them only where a staff report or the Register printed them.
- Health system is filled for 60 rows, only where the system name is in the applicant name, and parent company is blank.
- Cardiac surgery and PCI certificates of ongoing performance, determinations of coverage, modifications of approved CONs and the 2020 to 2021 emergency CONs are not rows.
