What is in the file

600+ requests, one row each, plus a pipeline of letters of intent and an analytics tab. Requests noticed from August 2024 on are compiled from all three state documents; earlier requests back to January 2016 come from VDH's own request log. Delivered as an Excel workbook and a CSV file. Figures on this page are counted from the file dated October 27, 2026.

Requests by year of application

Year is the date VDH received the application, or the notice date where no application date is recorded. This year runs through the September 2026 cycle.

When staff say no

When DCOPN staff recommended denial and the request went on to a decision, the Commissioner approved about 7 in 10 of them anyway, often after an informal fact-finding conference. When staff recommended approval, the Commissioner almost always agreed.

  • Staff denial, approved54

The analytics tab breaks this out by year, service line and planning district, and shows which approvals carry a charity care condition.

What happened after the filing

For every pending request and every 2026 decision, the file adds independent research from outside VDH: local news, health-system announcements, local government records and court filings, each with its source. Some have findings about the project itself; others carry background on the applicant or site. Three examples:

VA-8830, Appealed by competitor, litigation pending

Richmond BizSense reported the 7220 Beach Road hospital at about $306 million and 203,000 square feet, with completion expected by late May 2030, next to a $90 million VCU medical office and surgery building under construction. Bon Secours filed notices of appeal on April 10, 2026 and then challenged the approval in Chesterfield Circuit Court in early May 2026. VCU Health and HCA filed motions to dismiss in early June 2026; no ruling was found.

VA-8892, Site identified, completion expected 2028

Richmond BizSense reported on 2026-10-02 that VCU Health plans a one-CT imaging site in about 2,200 square feet of leased space in the Patient First building at 12 N. Thompson St. in Carytown. State filings put the cost above $3 million, and completion is expected in 2028. Patient First, whose affiliated LLC owns the building, said its own operations will not change.

VA-8824, Approved, completion targeted Feb 2027

Richmond BizSense reported on March 9, 2026 that the hospital at 2200 Edward Holland Drive in Henrico plans a 16-bed medical rehabilitation unit, after an August 2025 amendment cut the request from 25 beds. The roughly $10 million project, paid from the operator's reserves, would bring the facility to 76 beds and is expected to finish by February 2027. About 40 staff would be added.

When the state's documents disagree

About 3 in 10 recent rows carry at least one conflict between the public notice, the staff report and the decision. The file shows both values and the document each came from. For example:

VA-8848, capital cost

The public notice gives $2,875,382. The staff report gives $3,772,642.

VA-8887, planning district

The notice places the Wytheville project in PD 8. The staff report places it in PD 3.

VA-8883, request number

The notice text reads VA-8889. The file name and the staff report both say VA-8883.
